On November 3, The Toy Association™ submitted comments to the Office of the U.S. Trade Representative (USTR) in response to the agency’s request for input on the upcoming joint review of the United States-Mexico-Canada Agreement (USMCA). In its submission, the Association emphasized the critical role the agreement plays in maintaining a stable, predictable trade environment that supports North American toy companies so that families have access to safe, high-quality, and affordable toys.

The Toy Association highlighted how the USMCA strengthens regional collaboration, promotes consistent product safety standards, and sustains an integrated supply chain across the U.S., Mexico, and Canada. Key benefits include streamlined customs processes, aligned regulatory standards, duty-free market access, and strong protections for intellectual property and innovation.

The Association also voiced support for USTR’s extension of the agreement, encouraged proactive engagement with U.S. industries and business leaders, and urged USTR to ensure full compliance by all parties. Key recommendations included consistent enforcement and efficient trade facilitation, stronger regulatory cooperation, and maintaining a stable, predictable agreement. The Association further called for policies that support North American manufacturing, promote investment, strengthen supply chain resilience, and continue close collaboration with industry stakeholders — while encouraging the Administration to preserve tariff exemptions for USMCA-compliant toys.

“The USMCA remains foundational to the health of the toy industry and to the broader North American economy,” the Association noted in its comments. “A strong and predictable trade framework enables toy companies to innovate, invest, and deliver safe play experiences to children and families across the region.”

The Toy Association will continue to keep its members apprised of developments on this issue. Any questions may be directed to The Toy Association’s Maria Sierra, vice president of government affairs.
